Department of Transportation; Prohibits local governments from adopting standards contrary to DOT standards for permissible use of aggregates & reclaimed asphalt pavement material; authorizes DOT to establish program for transportation projects demonstrating innovative techniques for measuring resiliency & structural integrity; prohibits local government from contracting with single entity for performance of certain services; revises maximum amounts of contractual claims that must be arbitrated by State Arbitration Board; revises terms of interlocal agreement to reimburse local government for costs of operating specified fire station.
