Student Loans and Scholarship Obligations of Health Care Practitioners; Provides that failure to repay specified student loan by health care practitioners is not considered failure to perform statutory or legal obligation; repeals language relating to health care practitioners in default on student loan or scholarship obligations; deletes provision relating to the immediate suspension of health care practitioner license upon default on specified student loan.
