Fees/Specialty License Plates; Requiring an organization that seeks authorization to establish a new specialty license plate for which an annual use fee is to be charged to submit to the Department of Highway Safety and Motor Vehicles an application fee, subject to certain requirements; requiring requests for certain specialty license plates to include an annual use fee of a specified amount unless the amount is otherwise specified for a particular plate, etc.

Effective Date: October 1, 2020, but only if SB 860 or similar legislation takes effect, if such legislation is adopted in the same legislative session or an extension thereof and becomes a law
