Commission on Mental Health and Substance Abuse; Creating the Commission on Mental Health and Substance Abuse within the Department of Children and Families; providing the purpose of the commission; providing for membership, term limits, meetings, and duties of the commission; requiring certain agencies to provide assistance to the commission in a timely manner; requiring the commission to submit a report to the Governor and Legislature by a specified date, and annually thereafter, etc.
