Private Vendor License Plate Sales; Requiring the Department of Highway Safety and Motor Vehicles to contract with a private vendor through competitive solicitation by a certain date for a specified purpose; specifying personalized prestige license plate application requirements for multiyear plates; authorizing the department and the Legislative Budget Commission to jointly approve certain new specialty license plates; authorizing the department to approve new designs and color combinations for certain specialty license plates, etc.
