State Acquisition of Lands; Requiring, rather than authorizing, the Department of Environmental Protection and the Department of Agriculture and Consumer Services to disclose appraisal reports to private landowners or their representatives during acquisition negotiations; requiring private landowners and their representatives to maintain the confidentiality of such reports or information disclosed by the Department of Agriculture and Consumer Services, etc.
