Public Officers and Employees; Requires certain public officers & employees to be United States citizens & residents of this state, and, for specified public officers & employees, to reside in certain county or within certain area; requires members of state university board of trustees & members of Board of Governors to be United States citizens & either resident of this state or graduate of state university beginning on specified date; provides that specified offices are deemed vacant; narrowing applicability of certain prohibitions regarding political activities; prohibits certain state officers & employees from engaging in certain political activities; prohibits certain state officers from using authority or influence of their positions for certain purposes; prohibits certain supervisors from engaging in certain conduct; provides criminal penalty; prohibits Career Service System employees from using authority or influence of their positions for certain purposes.
