Elections; Requires write-in candidates to pay certain fees; prohibits write-in candidate from being considered opponent for certain purposes; requires DOS to adopt rules for security of voting systems; requires such rules to prohibit connection to internet; authorizes counties to count ballots by hand at precinct level.
