Citizens Property Insurance Corporation; Prohibits corporation from issuing or renewing coverage for commercial residential & commercial nonresidential risks; requires corporation to establish personal lines clearinghouse for specified purposes; requires corporation to implement commercial lines clearinghouse for specified purpose; authorizes corporation to develop & implement separate commercial lines clearinghouse for specified purposes; authorizes approved surplus lines clearinghouse insurers to participate in commercial lines clearinghouse; revises prohibitions & requirements for insurers making offers of coverage to new applicants or renewal policyholders through program; specifies that applicants for new commercial lines residential coverage are not eligible for coverage from corporation; specifies circumstances under which policyholders of corporation are not eligible for new commercial lines residential coverage from corporation; authorizes applicants or insureds to elect to accept coverage with authorized insurers or elect to accept or continue coverage with corporation; authorizes insureds to elect to accept coverage with specified insurers or elect to accept or continue coverage with corporation; specifies that certain applicants & policyholders remain eligible for coverage from corporation; authorizes such applicants & policyholders to elect to accept coverage from clearinghouse insurers or elect to accept or continue coverage with corporation; authorizes certain applicants & policyholders of corporation to elect to accept coverage from clearinghouse insurers or elect to accept or continue coverage with corporation; requires such applicants or policyholders to pay specified total cost of insurance for corporation coverage; revises rights & authorizations for certain independent insurance agents; removes prohibition relating to commercial nonresidential policies.
