Greenways & Trails; revises definition of "volunteer" to include persons who consent to certain use of real property; revises declaration of policy & legislative intent re "Florida Greenways & Trails Act"; provides rights & benefits of landowners whose lands are designated as greenways or trails; requires DEP to post certain notices of trespass; provides for penalties; authorizes negotiations with private landowners, etc. Amends FS.
