Occupational Safety & Health; limits investigations & penalties to public-sector employers; limits division authority to said employers; provides for safety consultations; repeals provision re legislative intent; repeals provision re right of entry by division representatives; repeals provision re employers whose employees have high frequency of work-related injuries, etc. Amends 442.006,.008,.013,.019; creates 442.0085; repeals 442.003,.009,.0105,.015,.017.
