Boating Safety/Emergency Responses; (THIS BILL COMBINES S1794,2200) redefines term "authorized emergency vehicles" to include reference to vehicles of DEP; redefines term "operate" re vessels; directs HSMV to keep certain records & perform certain duties; revises provisions re operation of vessel while under influence; restores penalty for refusal to submit to chemical testing; increases number of convictions necessary for mandatory education, etc. Amends Ch. 327, 316.003.

Effective Date: Upon becoming law except as otherwise provided
