Ignition Interlock Devices/Vehicles; authorizes HSMV to require persons who are convicted of DUI or who refuse to submit to breath, blood, or urine test to install functioning ignition interlock device in any vehicle person operates; provides exception for certain persons to operate vehicle while conducting employer's business under certain circumstances; directs dept. to regulate statewide interlock program, etc. Amends 316.1937,.1938, 322.27,.271,.28,.292.
