Revenue Laws/Administration; provides nonapplicability to certain returns, claims, records, or statements re any tax administered by DOR; restricts applicability of definition of term "computer software"; requires banks & financial organizations filing annual intangible personal property tax returns for their customers to file info using machine-sensible media; authorizes counties to use specified percentage of surtax proceeds for economic development projects, etc. Amends FS.
