Education/Rulemaking Authority (RAB); authorizes Education Commissioner to make decisions re granting certification to applicant in extenuating circumstances not otherwise provided for in statute or by rule; allows state board to approve rules for expanded use of training in teaching students having limited proficiency in English toward renewing professional certificate; allows said board to adopt rules for certain dual-enrollment programs, etc. Amends Ch. 231, 240.116,.233.
