Contracting/Journeymen Ratio; provides that any county or municipality may require presence of journeyman in any of certain trades on each job site at which work in such journeyman's trade is being performed; authorizes establishment of ratio of journeymen to rest of work force & provides limits thereon. Amends 489.131,.537.
