Inhumane Treatment of Exotic Animals; proscribes inhumane treatment of "exotic mammal," as defined, or nongame bird; prohibits operator of hunting or game preserve from allowing any person to profit from or participate in killing or wounding, or attempted killing or wounding, of exotic mammal or nongame bird that is tied, staked out, or enclosed within specified area or that is under influence of chemical substance, under certain circumstances, etc.
