Inmate Health/Purchase Requirements; requires that DOC adopt rules for monitoring purchases made by inmates from commissary or canteen; requires department to prohibit inmate from purchasing items that are contrary to restricted diet prescribed by physician; requires that department add additional time to inmate's sentence if inmate makes prohibited purchase. Amends 944.09.
