Beach Management Funding; provides legislative declaration that beach restoration & renourishment projects are in public interest & shall be funded in specified manner; provides for funding of state's beach management plan through Ecosystem Management & Restoration TF; provides criteria to be considered in determining annual funding priorities for beach management projects; provides for geographical location of pilot project, etc. Amends Chs. 161, 163, 201.
