State Lotteries/Lottery Dept.; authorizes assignment of certain prizes pursuant to court order & provides requirements therefor; provides for securing of funds offset for child-support payments or debts owed to state agency; exempts Lottery Dept. from liability upon payment of assigned prize; authorizes fee to defray administrative expenses associated with such assignments, etc. Creates 24.1153; amends 24.115.
