Zellwood Drainage & Water District; provides definitions; provides for dissolution of Zellwood Drainage & Water Control District upon acquisition of lands by St. Johns River Water Management District; provides for allocation of assets & liabilities of said Zellwood district if dissolution occurs; ratifies any existing interlocal agreement between St. Johns River Water Management District & Zellwood Drainage & Water Dist.; provides resolution in event of statutory conflict.
