Orange Co. School District; requires School Board of Orange Co. to submit to electors of county school district at specified referendum question of whether district school board shall consist of seven members, each to be elected from single-member residence area by electors residing in that residence area only; requires said board to provide for orderly transition to such election of said board members, if approved, as terms of incumbent board members expire, etc.
