Transportation Disadvantaged; requires agencies to develop joint strategic plan for providing services to transportation disadvantaged; revises definitions; revises membership of Transportation Disadvantaged Commission; establishes functions & responsibilities of DOT re transportation disadvantaged; revises function of MPO or designated official planning agency in coordinating transportation for transportation disadvantaged, etc. Creates 186.024; amends Ch. 427.
