Fla. Windstorm Underwriting Assn.; requires State Board of Administration to adopt plan for agreements to be made among property insurers for equitable apportionment among them of windstorm insurance; deletes certain requirements re plan of operation & apportionment of assessments; prescribes standards for rates of association; deletes qualifying provisions re applicability of mandate that all property insurers provide windstorm insurance, etc. Amends 627.351.
