School Safety; creates Safe & Secure Schools Commission; revises criteria for identification of potential dropouts; revises duties of Fla. Council on Educational Management to include identification of required training re discipline & crisis situations; revises minimum competencies for professional certification to include ability to recognize & intervene in potential disciplinary, disruptive, & crisis situations, etc. Amends FS.
