School Buses/Safety Belts; requires that buses purchased after specified date & used in transporting certain students be equipped with safety belts or other restraint system that comply with specified standards; provides exemption for certain school buses; provides immunity of school district, bus operator, & others for injuries to passenger caused solely because passenger was not wearing safety belt or restraint system; provides exception to operation of act, etc.
