Economic Development; specifies programs & funds that Office of Tourism, Trade, & Economic Development is authorized to administer; creates Fla. Trade Council within Executive Office of Governor; revises requirements to qualify as expansion of existing business or rural county; authorizes inclusion of value of county or municipal land conveyed to business in required local financial support; provides for establishment of regional urban centers, etc. Amends FS.
