DMS/Reorganization; transfers functions of State Group Insurance & Retirement Divisions to DMS; abolishes Florida State Group Insurance Council; amends provisions to conform to restructuring of dept. by this act; requires executive departments to report information on boards, commissions, & similar entities to dept., along with recommendations for continuance, abolition, or revision; requires dept. to report that information to Governor & Legislature. Amends FS.
