Sales Tax Exemptions & Rates; provides that tax on lease or rental of license in real property does not apply when property is public or private street or right-of-way used by utility or franchised cable television company for utility, television, or communication purposes; reduces rate of tax on charges for telecommunication service from 7% to 6.5%; provides that sales tax on prepaid calling cards will be assessed at point of sale of card, etc. Amends 212.031,.05,.12.
