Traffic Control/HSMV; revises language to refer to traffic crash rather than accident; provides noncriminal traffic infraction for obstructing traffic under certain circumstances; revises language re withholding motor vehicle registrations for outstanding parking tickets; provides for compliance with certain federal safety standards re equipment for motorcycle & moped riders; revises language re designation of Fla. Salutes Veterans license plate, etc. Amends FS.
