Administrative Procedure; revises definition of "agency" under Administrative Procedure Act; requires agency to prepare statement of estimated regulatory costs, or revise prior statement, when its preliminary estimate of costs of implementing & enforcing proposed rule & of transactional costs exceeds specified limit; requires OPPAGA to review & comment on such statements; creates "Regulatory Sunrise Act", etc. Amends 120.52,.541; creates 11.516.
