Referenda Ballots; provides that ballot language proposed by joint resolution is presumed to be clear & unambiguous; exempts amendments & ballot language proposed by joint resolution from length restrictions that apply to ballot statement; revises ballot language used to change method of selecting circuit & county court judges. Amends 101.161.
