Adult Mental Health/Substance Abuse; directs CFS Dept. to develop comprehensive plan for mental health & substance abuse service delivery system for older adults; directs dept. to establish services, within available resources; provides training requirements for service providers; directs dept. to develop public education & outreach programs; provides for consortium to oversee older adult interagency system of care demonstration models, etc.
