Dept. of Children & Family Services; provides for program offices to be headed by program directors rather than assistant secretaries; revises mission & purpose of department; provides for sheriff in any county to provide child protective investigative services; provides for procurement & contract for services that involve multiple providers; authorizes certification programs for dept. employees & service providers, etc. Amends FS. APPROPRIATION: $20,811,909.
