Statewide & Local Advocacy Councils; renames statewide & district human rights advocacy committees as Florida statewide & local advocacy councils; provides for duties of councils re monitoring activities of, & investigating complaints against, state agencies that provide client services; provides for revision of local council service areas; provides for access to records of state agencies subject to council investigations, etc. Amends FS.
