Dept. of Transportation; authorizes DOT to adopt rules for delegation of authority beyond assistant secretaries; expands use of certain seaport funds; authorizes dept. to incur advertising expenses for promotion of toll facilities; authorizes Commission for Transportation Disadvantaged to adopt rules re development of operational standards; repeals provisions which provide for inspection of motor vehicle exhaust emissions, etc. Amends FS.
