Motor Vehicle Emissions; (THIS BILL COMBINES H819,473) provides enforcement vehicle emission violations; exempts certain new motor vehicles from inspection requirements; conforms state implementation plan & provides for termination of program under certain circumstances; provides for new contract term with annual renewals; eliminates liquidated damages; provides for testing accuracy of inspection equipment, etc. Amends Chs. 316, 320, 325.
