Hwy. Safety/Motor Vehicles/Vessels; allows certain energy-saving vehicles to travel in high-occupancy vehicle lanes; revises powers & duties of traffic crash investigation officers; authorizes HSMV to affix decal on rebuilt vehicles; revises provisions re filing of liens on motor vehicles & mobile homes; amends procedures to be followed when complaint of unfair cancellation of dealer agreement has been made by motor vehicle dealer against licensee, etc. Amends FS.
