Florida Building Code; delays date for rule requirements; specifies window standards for relocatable classrooms; exempts certain facilities from plans review & inspections by local jurisdictions; revises provisions re inspection of elevators; authorizes water well contractors to install, repair, or modify specified equipment in accordance with code; transfers specified licensing fees from DOE to DCA, etc. Amends FS.
