Consumer Protection; exempts providers of home medical equipment operated by Health Dept. from certain licensure requirement; requires certain health studio contract refunds to be issued within time certain; prohibits pawnbrokers from knowingly accepting stolen property; provides additional estimated cost of repair requirements for written repair estimates; incorporates interpretations re Federal Trade Commission Act, etc. Amends FS.

Effective Date: 10/01/2001 except as otherwise provided
