Domestic Security; provides legislative intent re counter-terrorism efforts & initial responses to acts of terrorism within or affecting this state; requires FDLE to coordinate & direct response to acts of terrorism; specifies duties of Chief of Domestic Security Initiatives; requires chief to develop recommended best practices for safety & security; defines term "terrorism" for use in criminal code, etc. Amends 943.03, 252.311; creates 943.0311,.0312,.0321, 775.30.
