Elections; (THIS BILL COMBINES S1842,1124,498) redefines term "political committee"; clarifies requirements for soliciting & accepting charitable contributions; increases amount of surplus funds that certain successful candidates may contribute to office account; expands prohibition on use of state employees for campaign purposes during working hours to county, municipal, & district employees, etc. Amends Ch. 106.
