City of Palm Coast; revises date of primary city election; provides for such election only when more than two candidates qualify for office; provides that if primary election is held, & candidate receives majority vote of votes cast in primary, that candidate shall be deemed elected to office & office will not be subject to regular city election; provides legal description of city limits; amends provisions for revising district boundaries, etc.
