Municipal Parking Facility Surcharge; authorizes certain municipalities to impose & collect surcharge on certain parking facility space sale, lease, or rental charges; requires referendum approval; provides for maximum surcharge rate; provides exception; provides limitation; specifies uses & limits of surcharge proceeds; provides for local administration of surcharge. Creates 166.271.
