Agriculture & Consumer Services; redefines term "qualifier" for purposes of Sale of Liquefied Petroleum Gas law re sale of said gas; provides for licensure of category V liquefied petroleum gases dealers for industrial uses only; provides additional prerequisite for certification as master qualifier; revises provisions re applications, renewal applications, registration, & registration fees re motor vehicle repair shops, etc. Amends FS.
