Limits Noneconomic Damage/Fair Share; constitutional amendment to provide limitation of $250,000 on noneconomic damages in tort cases, which amount may be annually adjusted for inflation as provided by general law; proposes that court shall supervise arrangements for payment of damages to protect against conflicts of interest that may have effect of reducing amount of damages awarded that are actually paid to claimants, etc. Creates s. 22, Art. X.
