S. Fla. Regional Transportation Act; cites act as South Florida Regional Transportation Authority Act; redesignates Tri-County Rail Authority as South Florida Regional Transportation Authority; authorizes authority to expand its service area into counties contiguous to service area of authority under certain circumstances; authorizes tax on motor vehicle registration; requires approval by referendum for such tax, etc. Amends Ch. 343, 112.3148, 768.28.
