Economic Stimulus; revises provisions providing for urban job tax credit program to apply to designated urban job tax credit areas rather than high crime areas; revises definition of "Department of Defense contract" under tax refund program for qualified defense contractors; provides for special consideration to be given to defense & homeland security under tax refund program for qualified target industry businesses, etc. Amends Chs. 212, 220, 288.
