Insurance Regulation; increase time period for required insurer examinations by Financial Services Dept; deletes provisions authorizing dept. to accept certain accountant audit reports in lieu of examinations; authorizes office to examine certain insurers for compliance with certain federal laws; requires certain parent companies to maintain certain premium to surplus ratios, etc. Amends FS.
