Department of State; reorganizes department; provides for Assistant Secretary of State & deputy secretaries; renames Corporations Div.; provides for performance of state protocol officer functions & provision of assistance & facilities to Organization of American States by Tourism, Trade & Economic Development Office; requires public libraries to provide technology that protects against Internet access to specified proscribed visual depictions, etc. Amends FS.
